Below see the D-1, D-9, and Vimshottari dasha timeline for the querent.
Note that the birth time may be rounded.
The query was posed in January 2008, native age 34.
As you know, three conditions must be met for the timing of marriage:
Any of the following five "marriage-maker" Vimshottari bhuktis must occur.
Gochara Rahu-Ketu must be traveling through any of the following seven lagnas:
navamsha lagna or navamsha axis of natal nodes
radix lagna or radix axis of natal nodes
radix axis of natal Chandra
navamsha axis of natal Chandra
radix axis of natal Shukra
The navamsha lord of the marriage-maker must be marriage-empowered in radix.
For example, a Rahu bhukti during a qualifying Rahu-Ketu transit might look like the perfect recipe for an impulsive marriage.
However, Rahu's desires will not drive a passionate attraction all the way into a wedding ceremony if navamsha Rahu occupies a rashi of conservative Shani. (unless, perhaps, Shani is also L-1 or L-7 navamsha...)
However, if navamsha Rahu occupies a rashi of "natural" marriage-maker Shukra
Finally, the native should have marriageable age & status, according to the customs of their own culture.
Caveat emptor:
The possibly generalized birth time given for this nativity can be problematic.
1300 hrs yields a navamsha lagna of 10 degrees Kanya.
Accordingly, gochara nodes would fulfill their marriage role when crossing Kanya/Meena navamsha lagna
However, if the birth time were in reality any later than 13:07 hrs, radix lagna would advance to Kumbha and navamsha lagna advances to Thula.
If the birth time were 13:07 or later, the places where gochara Rahu-Ketu need to be in order to satisfy the marriage timing rules would advance zodiacally, and this prediction would be invalid.
It is a common dilemma in Jyotisha practice: predictions regarding the timing of events necessarily depend on accurate birth times, ideally timed to the minute. When birth times are inaccurate, so are the predictions.
Multiple Marriage:
Chandra = L-7 in domain-8, the radix domain of neechha Surya.
Simha Chandra: Interior view of self is rationalized & independent. Resistance to sharing the debts or expenses of the spouse. First spouse may be a great healer, who intends to cure the native of moral and physical disease.
Das / Behari write of Simha Chandra in domain-8:
"You move towards sensual gratification, disparaging well-established or socially approved channels but you become "burnt out" in the process. Peace of mind is disturbed and you fall victim to ailments which incapacitate you in some ways."
Late Marriage:
Unless lagnesha Shani is strongly influenced by impulsive Kuja or Rahu, Makara lagna tends toward a conservative & cautious life strategy.
Late marriage is a general norm for Makara lagna. This nativity will follow the normal, conservative Makara path.
Step one:
The bhukti periods which would satisfy the "marriage-maker" rule are outlined in red boxes on the Vimshottari timeline.
Step two:
Eliminate those marriage-maker bhuktis which do not have a least a portion of overlap with times when gochara Rahu-Ketu are transiting the key marriage lagnas.
Look at the Gochara Rahu-Ketu Tables to find time periods when Rahu-Ketu will be transiting the appropriate lagnas.
Step three:
Make sure that any period which has correct bhukti and correct gochara nodes, also has a bhukti-pat that is marriage-empowered in radix.

native is marriageable age (34)
navamsha Shani occupies a rashi of Shukra along with Shukra itself, so Shani bhukti could produce a time-pressure marriage even though Shani is neither L-1 nor L-7 navamsha
Shani is unfavorably placed as lagnesha in domain-6; the native has physical health problems which result in some communications difficulties (nevertheless the career is good)
Shani's lagnesha status motivates actions during Shani period which advance the stability of the social identity
Oct 2006 until April 2008, Rahu-Ketu will transit the axis of radix Chandra.
However a simultaneous transit of Shani conjunct Chandra (Sade Saati) along with the nodal transit oppresses impulsive forward actions...
therefore Oct 2006 until April 2008 is not an empowered marriage period, unless some very extraordinary
Candidate period: Rahu/Budha, Sep 2009-Mar 2012
if birth time is correct, Budha = L-1 navamsha
Budha occupies a navamsha of Kuja. Kuja is not empowered directly for marriage, but Kuja is influenced by His lord, swakshetra radix Shukra. Budha is unlikely to create marriage.
It is worth noting that gochara Rahu-Ketu will transit the radix lagna April 2008 to Oct 2009.
April 2008 to Oct 2009, the native will feel encouraged to take positive risks toward a new expression of social identity.
A marriage is less likely during April 2008 to Oct 2009, but a relocation or a new job are appropriate expressions of the identity expansion caused by gochara Rahu during Budha bhukti.
When passionate Rahu transits the lagna, the native gains extra charisma and attractiveness, so a fun romantic affair can easily be predicted, along with increased contact with foreigners
