Possible Problems with the Birth Time

08h51 BT for 19-Aug-1946 in Hope, Arkansas USA = widely used by USA astrologers. When Clinton was first elected USA president, an unconfirmed 03h44 BT was circulated and reading based on that BT were developed. Each BT has some merits although it seem like the 08h51 BT provides a better match to publicly known events.

Considerations in evaluating the proposed Birth Times:

Bill Clinton is a career politician who has never held any job outside of elected politics. In retirement, he serves as the celebrity director of a large international NGO, husband of the working USA secretary of state, advocate for the world's most disadvantaged groups, and brilliant negotiator of hostages. Mr. Clinton is almost always on center stage. It seems more reasonable therefore that the lord of 10th navamsha would be a politically oriented, kingly, attention-and-celebrity graha such as the swakshetra Surya.  

03h44 BT = yields a fairly sober nativity with Shani in patriotic Karkata lagna. That setup is similar to a number of national leaders such as George W. Bush - 43  and Indira Gandhi. If Karkata = lagna, L-7 would enter lagna, indicating longevity in marriage through a deep personality identification with the married status. In addition the 03h44 time would yield a Vimshottari Dasha which places the timing of marriage in Rahu/Rahu, and election to USA presidency in Guru/Guru. 

08h51 BT = 10th navamsha lord Shani = radix L-5/L-6. Perhaps this is adequate justification for a lifetime career in public service via winning (5) the political (5) prize of elected office.

08h51 BT = Kanya lagna applies, and Kuja becomes the highly inauspicious L-3/L-8 in lagna with the neechcha Shukra. Such an unfortunate graha seems unlikely for a world leader... but in truth Mr. Clinton endured a major sex scandal while on public display as a world figure, and Kuja = karaka of male sexual pursuit.

03h44 BT = L-3/L-12 Budha in Karkata lagna with Shani, identical to the lagna of GW Bush-43 (but lacking Bush's rising Shukra which gave the younger Bush a certain boyish charm); perhaps the L-12 as a significator of animosity from extra-marital relationships is adequate indication of his proclivity toward sexual scandal along with his ability to emerge unscathed due to his intensive work ethic.

(Americans decry immoral sexuality but they profoundly admire a solid work ethic!)

Marriage situation

08h41 BT =  a severe Kuja dosha upon yuvati bhava that would appear to make marriage unsustainable or at least extremely difficult. Despite Mr. Clinton's infamous marital indiscretions, he has remained legally married to Hillary Clinton since 1975. Neither he nor Mrs. Clinton have ever announced a separation. Guru in domain-2 for the 08h51 BT would suggest the availability of a second spouse. 

03h44 BT = domain-2 Simha containing the brilliant, regal,  political, and dignified Surya-Simha. Ravi = uchcha in navamsha. According to the 03h44 BT, if Mr. Clinton were to remarry, it would never be in a state of disgrace (such as after divorce) but rather only in a dignified widowhood. 

Chandra

03h44 BT =  Chandra out of 8 and into 10; out of Krittika and into Bharani. Soma = 10/Bharani seems right, given that Mr. Clinton became world famous (typical of Chandra/10) and also considering Mr. Clinton's famed late-night work habits (Bharani + Shani/1).

Also, Shukra lord of Bharani is notoriously fallen on Mr. Clinton's day of birth; and this might account for his emotional outreach to "fallen women", his own mother's rather chequered past, and a general emotional need for the company of younger women of lower status, as a lifelong psychological pattern. 

Vimshottari Dasha

The intimate psychology of a nativity is infinitely debatable. What is judged to be culturally inappropriate or self-destructive is rather subjective, in the eye of the beholder. However the Vimshottari Dasha is where the "rubber meets the road" in Jyotisha. Factual events occurring in the lifetime should match correctly with the timelords and the houses they control, or else there is something wrong with the birth data.

Timing of Mrs. Clinton named USA Sec-State 

After an exhausting run in the presidential primary followed by a grudging defeat, Hillary Clinton was named USA Sec-State by her previous opponent the new 2008 president Barack Obama. It was a very difficult year in her life and no doubt in her husband's, but the result (typical of Shani) was high dignity for Mrs. Clinton and a return to public advising and negotiating role for her husband (albeit behind the scenes).

If the 08:51 hrs birth time for Bill Clinton is accepted, a few important observations can be made from the husband's perspective, on a marriage that has survived significant public & private trauma.  

The Clinton's marriage has become iconic for many married adult members of the USA professional classes.  The Clinton-Rodham union has come to serve as a teaching example for legions of USA professional spouses who juggle two prominent careers, a home with children, and often extremely heavy public responsibilities including extensive travel - while somehow remaining spiritually & emotionally aligned in life partnership.

Neechcha Shukra

Bill Clinton's radix is not favorable for conventional marriage. He appears to be a complex, difficult and perhaps immature marriage partner who attracts a capable, ambitious, serious, & energetic spouse. 

Neechcha Shukra in Bill's nativity casts drishti upon the marriage house. Indicates that the spouse has her own self-esteem issues related to deficiency of feminine confidence, due to excess mentalizing analysis. Note if BT is changed to the alternative 03h44, the Kuja dosha affects only houses 6, 9 and 10 -- generally a positive effect except for the dosha upon 9 giving some conflict with the father. • Navamsha Guru gives the results of His lord Shukra, which is favorable in a general social way for peer relationships with women, and makes the native attractive to others in both public and private life.

• Krittika Chandra in house-8 receiving drishti of Lord Mangala is super-competitive, highly sexualized, & mentally criticizing; prone toward secret liaisons.

Power Marriage Success = Navamsha

• Heroic, military genius planets rise in D-9.  Uchcha Surya & swakshetra Kuja propel Clinton's extraordinary success through virtually all obstacles.

• Every period of his super-strong Mars will evoke the strength embedded in this power marriage. The wife provides essential balancing and designing skills, building a web of tightly supportive relationships around their charismatic union.

IMO, this marriage is driven by the thrill of competitive rational achievement.  

Both spouses want to Win with the best argument.  

Due to Guru's generous influence on this marriage, each individual's success is seen as a win for the partnership. 

However, if partners were to exit the competitive arena, there would be no other outlet for their incredibly competitive and extremely sharp argumentative energy.  A bitter divorce would almost instantly ensue.

Therefore the prescription for this marriage is for both spouses to stay extremely busy with matters of super-high prestige achievement for as long as humanly possible.  If they retire from public life, they will have to live separately.

Clinton's Kuja is a useful teaching example about the defining role of Navamsha planets.  

Often a very promising radix graha is ruined in navamsha, or a frightening radix planet gives ultimate success due to improvement in D-9.

Clinton's radix Kuja is definitely inauspicious, despite being obviously very competitive to the point of aggression, no doubt highly sexual in an adolescent athletic style, and sharp mentally too as Kuja carries forward the mental energy of His lord Budha.

As L-3/L-8 and lord of 8th-from-Chandra, Kuja is a troublemaker.  If the radix were the sole indicator of Clinton's Mars, this native could hardly achieve the governorship of Arkansas or a two-term the Presidency of USA. We would more likely expect a womanizing bar-fighter, always boasting & in trouble with the law, highly unfaithful and bitterly critical of others.

However, Surya is dignified in radix, navamsha and dashamsha.  Chandra in radix Krittika is relentlessly defensive and critical of the motives of others.  Chandra evokes mahadasha pati Guru's protective power from navamsha, and Chandra evokes Shani's capacity for justice and censure, from dashamsha.

• Although Clinton was punished for lying (certainly his moral weak spot given the condition of Mars and house-3), 

• Guru's strength prevents scandal and the resulting technical impeachment from damaging the long-term prestige of his career.  

Shani/Shani

Shani/Kuja: 

Shani mahadasha marks a major lifestyle change, with no further offices to be competitively won.
