Each BT has some merits although it seem like the 08h51 BT provides a better match to publicly known events.

• Of course it would be handy to claim a Thula lagna which would generate Throne Yoga for his Shani-Karkata + Budha in 10, and the Sun would move into 11 for community activism to reflect Mr. Clinton's expensive post-presidential fundraising and global health outreach. However in general when a purported birth certificate time is published it is more rational to work from the hospital time unless that time can be replaced with another certified time. Such are the frustrations of Mr. Clinton's family background that an accurate time may never be known. We do know that his mother's behavior was a bit occluded, his father was persona non grata, and that he has enjoyed a lifetime of clandestine affairs, so perhaps the lagna is right where it should be.

Considerations in evaluating the proposed Birth Times:

• Bill Clinton is a career politician who has never held any job outside of elected politics. In retirement, he serves as the celebrity director of a large international NGO, husband of the working USA secretary of state, advocate for the world's most disadvantaged groups, and brilliant negotiator of hostages.   • That setup is similar to a number of national leaders such as George W. Bush - 43 and Indira Gandhi.

  • In addition the 03h44 time would yield a Vimshottari Dasha which places the timing of marriage in Rahu+Rahu, and election to USA presidency in Guru+Guru.

• 08h51 BT = 10th navamsha lord Shani = radix L-5+L-6. Perhaps this is adequate justification for a lifetime career in public service via winning (5) the political (5) prize of elected office.

• 08h51 BT = Kanya lagna applies, and Kuja becomes the highly inauspicious L-3+L-8 in lagna with the neechcha Shukra. Such an unfortunate graha seems unlikely for a world leader... but in truth Mr. Clinton endured a major sex scandal while on public display as a world figure, and Kuja = karaka of male sexual pursuit.

• 03h44 BT = L-3+L-12 Budha in Karkata lagna with Shani, identical to the lagna of GW Bush-43 (but lacking Bush's rising Shukra which gave the younger Bush a certain boyish charm); perhaps the L-12 as a significator of animosity from extra-marital relationships is adequate indication of his proclivity toward sexual scandal along with his ability to emerge unscatheddue to his intensive work ethic.
