Mula Moon in Ari bhava gives a deep commitment to human services ministry, a guiding religious compassion via lord Guru, and the characteristic self-destructive overestimation of one's own capacity usually associated with Mula Chandra. Gore is undeniably capable to render leadership service at the highest levels: L-10 yogakaraka Mangala occupies the lagna; along with L-7 deal-maker Shani; and Rahu occupies Karma Bhava [fame]. It would seem that Gore would rise to the very top positions in government like many other patriotic Karkata lagna leaders. But, interestingly, he has never been quite popular - neither with his peers in the Democratic Party, nor with the electorate. This social difficulty is due to what is perceived as a "mean streak" brought on by the Jyotisha combination: Mula Chandra-6 + Shani/Mangala in Karkata lagna. Fundamentally, due to Shani oppression, he lacks charisma.
Lords of 5 (intelligence) 7 (partnerships-deals) 8 (pooled resources from"party" political funding) and 10 (leadership) all occupy the Karkata lagna. Gore's 2000 presidential election rival G.W. Bush may not be the sharpest knife in the drawer. But Bush has rising benefics which grant personal charm. Al Gore has no rising benefics to give personal pleasantness. Gore's two malefics in lagna signify internal conflict and personal anxiety. The native with Shani + Mangala, or Shani + Rahu in Mangala's rashi, projects the anxious alertness of the secretive hunter. One appears to be just waiting for the victim to enter a weak moment so that the camouflaged hunter can attack. Psychically, the native projects a "mean streak". The story of the bitter 2000 USA presidential election is truly a tale of two janma lagnas - and a tale of two dashamshas!

Yogakaraka Kuja is clearly very powerful in janma lagna, and strong in dashamsha as well. Rahu occupies the 10th house of leadership, ruled by Mars. Kuja in swakshetra dashamsha yuti Rahu therefore much amplifies Kuja's L-10 leadership capabilities, giving him Rahu's charisma (ability to influence people) and propelling Gore into the high ranks of the American Senate. Rahu is truly "where the rubber meets the road" in terms of Gore's overall destiny. Gore is a tremendously idealistic person with searing natural intelligence. However, Rahu/Mesha in the 10th house of leadership tends to make a fanatic. Rahu/Rahu amplified the effects of Rahu's lord yogakaraka Kuja, giving leadership excellence in a national position Gore could focus on the ideals and programs he feels passionate about.
This tones down the fanaticism and makes Gore more accessible to the broader, non-intellectual public. However, the psychic influence he has upon the people is too edgy. He feels very strongly on many policy issues to which he has applied his incisive intelligence and he has arrived at some rather dogmatic positions, particularly on environmental issues (6th house) where his Mula Moon is absolutely sacrificial. In November-December 2000, he tried to expand on the previous eight years of political validation in a Shani period by running for the much broader and more inclusive position of president. Shani signifies contraction & delay. Even when Shani is highly dignified He does not naturally support any type of expansion. Rather, Shani demands that a person stay on task, strengthen their basic skills, and not challenge the social order. Gore did have a great running mate Senator Lieberman which reflects the positive side of Shani as radix L-7 for partnership and dashamsha L-9 for ethical awareness. Shani is exalted in dashamsha where He gives exceptionally strong results for politics (running for US president is definitely a strong result!) but in both D-1 and D-10 Shani is L-8. There were secret and devious forces at work that Gore did not and could not have known about. Also if Gore had been attempting to continue an existing project or finish a historic project he would have succeeded; but Shani simply does not favor expansion.
Compared to GW who had just about everything going for him - especially compare the dashamshas! - Gore lacked the planetary strength to go all the way. As of August 2006 there is wide speculation that Al Gore may run for US President again, in the November 2008 election. It is entirely possible that Gore will emerge from his self-imposed seclusion and re-enter national politics despite his stinging defeat in the 2000 election. Here is my Jyotisha reasoning regarding prospects for a successful re-entry into national politics and possible election to the US presidency: The November 2008 election would occur in Rahu/Chandra period for Gore. Rahu/Chandra is favorable within the radix, where Rahu forms an auspicious 5/9 angle to lagnesha Soma. Because Rahu always gives the results of his lord, so we must also consider the angle from Kuja to Soma. Kuja/Soma angle is 6/8 which is hostile and secretive; however Soma is Kuja's lord which gives Soma the motive to run an aggressive (Kuja) campaign and of course Kuja is the excellent yogakaraka who promises success in public life. Such a presidential campaign (or any national political engagement such as campaigning on behalf of another anti-war Democratic candidate) would definitely be controversial but Gore would have the leadership stamina to defend his platform or his party's platform quite vigorously. Rahu/10 easily makes a dogmatic leader; so if Gore were to participate in the campaign in any capacity his platform would naturally be highly polarized along dogmatic lines. Undoubtedly an unpopular war will evoke polarized debate! Gochara Rahu/Ketu will be in the Makara/Kartaka axis after April 2008, with Ketu gochara to lagna during the November 2008 presidential election. Thus the all-important nodes, during the Mahadasha of Rahu, will be transiting across Gore's radix lagna, bringing his physical appearance into the limelight. His face and body (lagna) will be energized, but Gore may be represented in the media in a confused or perhaps contradictory way because gochara Ketu will be casting His mystical, detached spell over the lagna. However Ketu will be moving through Chandra's rashi of Karka during Rahu/Chandra period, which intensifies the scope and frequency of the attention upon Gore's physical appearance. The end result is a great deal of media attention. Definitely not all of the media attention would be favorable. Ketu will agitate Gore's rising Kuja/Shani combination which strengthen leadership and partnership as well as political funding, but in a passive-aggressive fashion. This astrological phenomenon in the life of one prominent politician may be a reflection of the larger chaos and uncertainty within the US Democratic party itself at the time of the Nov. 2008 election. Gore may become the personal symbol of the nation's confusion over the uses and abuses of war during what many hoped would be the era of "Pax Americana".
Whoever exemplifies and leads this debate will personify the conflict and confusion that the nation is feeling. It will be a very difficult and largely undesirable act of public service to stand for election in the next presidential campaign on an anti-war platform. Because Gore has both
