It appears that the historians admire Napoleon much more than the people of Napoleon's own day. 10th-from-L-10 Shukra = Karma Pada = Meena.
The public illusion - Arudha = Randhra bhava Domain-8 is associated with magical and shamanistic, tantric transformations. Yet to the common people, 8 is a fearful house of sudden upheavals, the threat of death, and unwanted identity change.
Lord of Karma bhava, Guru, is weak in enemy Shukra's rashi and also weak in Budha's natural house of administration and publications. Napoleon spent most of his time away from France, waging tremendous battles in order to create an Empire. After a short time, the Empire failed - ruining the livelihoods of many citizens. His administrative organization was overconfident of dramatic success and widely criticized domestically for being ineffective and weak.
Guru, lord of Karma Pada, casts drishti upon L-10 Shukra, which is a strengthening factor - yet Shukra + Ketu suggests a slightly beautiful "blank screen" upon which the public is free to project its fantasy. An aura of unreality would have surrounded the self-appointed Emperor, at least in his own day.
Karma Pada is powerful in this nativity.

Graha in navamsha lagna suggest an extremely strong personality, a great warrior, a superior military general, an exceptionally successful competitor.
Yet, Lord of the 10th navamsha Shani = L-6 in the radix, suggesting chronic institutional conflict in the homeland and his own engagement in constant struggle with his own enemies.
This man certainly had foreign enemies. Most of his enemies were foreigners, due to L-12 Chandra in 6! Countrymen associates (from Corsica) were few in number.
Shani + Chandra are both enormously strengthened in parivartamsha, and (via parivartamsha) Shani/6 normally gives the person enough stamina to OUTLAST one's enemies. For a better part of his life, Napoleon Bonaparte did outlast his enemies. Yet he had private sickness (L-12 Chandra in 6) which ultimately killed him when he was in exile (12).
Guru/Budha period
In 1811, during his Guru-Budha period, despite the fact that he loved his first wife Josephine, Napoleon was forced to remarry in order to have children (Guru). Napoleon's love for Josephine is well documented in his existing love-letters to her. Yet Josephine was unable to conceive an heir for him - a breakdown-of-contract fact which must have caused feelings of severe emotional distress and disappointment.
The records indicate that Napoleon had no personal attraction to his second wife and he publicly stated that he had been forced to "marry a womb". Josephine granted the divorce without resistance (Shukra + ketu).
Budha = L-6 from Chandra (emotional distress and due to Ketu there, also emotional disorientation) Budha = L-2 for second marriage. And Budha = L-6 navamsha. Budha periods are therefore very stressful times in the world of emotional relationships for the Emperor Napoleon!
Due to Shukra + Ketu in Budha's house Mithuna 6th-from-Makara-Chandra, during periods of Budha, Napoleon would have experienced considerable emotional distress from marriage, women, and legal arguments (Budha). Through his incarnation, wives, harmonious partnerships, and the role of women in achieving his goals (Shukra in 11) were all rather emotionally distressing and irregular experiences for him - then periods of Budha would make this background theme quite acute.
