Q:
I have some questions about my moon:
1. Being on the cusp, what is the effect my supposedly neechha (debilitated) Chandra, at zero degrees and ten seconds of Vedic Scorpio?
It's in either Libra or Scorpio but the Moon can't be in both signs, right?
It's in either in 6 house Scorpio w/ Sun and Guru, or it's in house 5 Libra w/ Shani! How can I make sense of this "cusp" identity for my Moon? I want to understand the implications because I want the insight, but what a situation!
2. How to interpret my navamsha moon? 3rd house Cancer, w/ Ketu. This is a place of happiness and satisfaction for me?

"Cusp" graha in Jyotisha analysis
Being on the rashi "cusp" is not such a confusing interpretative situation in Jyotisha, as it might be in western astrology.
There is much, much more going on in Jyotisha analysis, beyond the rashi level. This is where Jyotisha is so strikingly different from western astrology.
About Rashi boundaries
In Jyotisha interpretation, the rashis (zodiac signs) in Jyotisha are only one overlay-filter amongst many.
The traits and behaviors associated with the zodiacal signs flow along a continuum of psychological projections. In Jyotisha, the graha (planets) are considered to be gods, each with their own strong personalities. These planet-gods "own" their rashi turf; and they don't allow the other gods who own other turfs to get into their territory.
The gods divided up the sky amongst themselves a long time ago. According to the deal they struck in cosmic time, each god has to stay in their own space or there would be serious chaos. Therefore the boundaries between the rashi categories are not arbitrary, and there really is a pretty significant cultural change from one rashi to the next, from one planetary-deity to the next.
Thula (Libra) rashi and Vrischika (Scorpio) rashi are two different "spaces" at the rashi level. And definitely the Moon behaves differently after it crosses the slightly-fuzzy borderline from Libra into Scorpio.
Scorpio rashi influence upon Chandra
Because of the rashi-house "cusp" location, it is clearly not warranted to assert that Chandra derives full identity from Scorpio. It makes more sense to focus the analysis on other interpretive levels, such as the Moon's radix nakshatra (Vishaka) plus rashi and nakshatra of the Moon's navamsha.
Nevertheless, Scorpio traits of Moon are present and should form the baseline for interpretation. We can characterize the Scorpio profile for Moon as a "strong background influence" but not determinative
Even if the Moon technically would inhabit the Rashi of Thula (Libra), you have two other strong planets - Surya and Guru (Sun and Jupiter) which are pursuing the transformation & control agenda of Scorpio. Guru is very close to your Moon: only three degrees away. (Gajakesari Yoga, Guru in kendra from Moon). The other two closest graha, Shani in Thula and Surya in Vrischika, are quite far away from Guru-Moon.
BTW having planets occupying houses on either side of the Moon is very auspicious!! Overall Matt your Jyotisha nativity is very promising. I believe you will be a wealthy businessman who offers great service to humanity. The total effect of all your Jyotisha factors is very positive.
Even if Chandra is not "technically" in Scorpio, Jupiter certainly is in Scorpio. In Gaja-Kesari Yoga (Jupiter with Moon) Jupiter tends to give expansive, inclusive, wisdom-seeking qualities to the absorptive and receptive Moon. Guru's proximity to Chandra significantly increases the Scorpio qualities of Chandra.
In your self-evaluation and life-planning, consider that Chandra's Scorpio agenda definitely does apply to you. As you proceed in the analysis of the Moon, examining the Moon's nakshatra, navamsha, incoming drishti, various yogas, etc. -- you will discover additional determinative Moon patterns.
The baseline pattern is set here at rashi level, where Chandra is very much influenced by a healthy Scorpio Jupiter. (Jupiter likes vacationing in Scorpio, the rashi of Guru's good friend, Mars.)
The analysis of Moon starts with rashi but must continue into other post-rashi levels. So let us start with the observation that, even if Chandra moves into technically Thula rashi, Moon *will* be engaged with the Scorpio "control, manipulate and heal" agenda due to compelling influence of Guru.
Fallen Moon: its glories and its pitfalls
Classically, Chandra in Vrischika = excess influence of turbulent Mars upon the normally placid and perceptive emotions. Moon is considered "fallen" in Scorpio because of the volatility and tendency to lash out which are associated with the competitive and aggressive nature of Kuja (Mars).
Mars rules the animal body which is the physical basis of the human being. Moon rules the astral body which is the psychic level that sits like a calm ocean in the interstitial spaces between the physical particles. It's uncomfortable to mix these two energies, and the result is a churning of the emotional seas.
"Debilitated" Moon?
IMO the Moon is never really "fallen" because the psychic ocean of perception is huge and self-correcting. I believe that when Chandra occupies a rashi of Kuja (Vedic Aries or Vedic Scorpio) the person is working to liberate a historic (several lifetimes' worth) accumulation of emotional trauma, which rises to the surface of consciousness during the present lifetime.
The person normally does figure out that "serve or suffer" rule of life. One stops the compulsive manipulating behavior, learns to focus the control obsession upon oneself not upon others, and one joins the ranks of empowered "wounded healers" throughout the world.
Scorpio Moon and Healer's Boundaries
Moon in Scorpio, when the person matures, has great compassion for others, based firmly in great compassion for oneself.
One has been hurt, deeply, and multiple times. The psychic pain is excruciating. In maturity, the sensitivity from an open psychic wound produces a deep affinity for others who are severely emotionally hurt.
One has sensitive 'radar' for victims of exploitation and selfishness. It's easy and natural to stand in their shoes, and instinctive to want to do something competitive and productive in order to create some change in the lives of these victims. There arises a great desire to heal our suffering Earth and all her woes.
Victimology and exploitation-oppression of Domain-6
The radar is that much stronger when Chandra occupies domain-6 of exploitation, slavery, and addiction.
Sincere interest in the welfare of the oppressed sounds saintly - and it could be - but beware. In its more primitive stages, it is the worst kind of motive for action! The attempt to impose changes on the outside world, and upon other people's behavior, will boomerang on the Scorpio Moon native, again and again. The trick with the "wounded healer" Scorpio Moon is the mature ability to recognize and maintain **boundaries**, I.e. not try to solve other people's problems *for* them.
Rather, to facilitate healing, provide resources, education, self-empowerment, teach a man to fish, etc. The dangerous underbelly of Scorpio Moon is an unconscious control instinct which is driven by the fear of being hurt again. Therefore the aphorism (often attributed to Mahatma Gandhi) "be the change you want to see in the world".
Scorpio's intent must be focused within. If it is properly trained, this inner focus *will* have extraordinary healing effects on the outside world. But it must be properly harnessed.
Control vs. Self-control (cf. Mahatma Gandhi)
The native with a Scorpio Moon must be ever-vigilant in observing the boundaries between one's interior psycho-emotional and physical space, versus the outside world of other people. Each human has their own pain and suffering **to which they are fully entitled**. You can provide guidance, support, and structure (i.e., compassion). But people will heal when they are ready, and their transformation cannot be forced.
Mars is the animal instinct. Mars needs to hunt and capture. The animal survives by use of force in the physical world.
Do beware! Astral programming and physical programming of the human are in conflict with Scorpio Moon and must be consciously managed!
In the interior space, one can and should work diligently to heal one's own personal trauma with deepest compassion toward the self. Everything one learns during the self-healing process becomes valuable wisdom in the process of assisting others on the outside. But it is a mistake to believe that one should, through urgent application of one's own human powers, directly manipulate and control the lives of others.
One can be skillful in arranging environments for others, providing education, leading a horse to water, etc. However, in the end, *each person heals oneself at one's own pace and no faster*. It may take a very long time before the beneficiaries of your healing attentions can begin to respond to the opportunities you might provide.
This is the key lesson for Moon in Scorpio: physician, heal thyself! Help and support, guide and craft, but resist the manipulative urge to control other people.
When Mars excites the emotional passions, the neutral awareness can be reduced. There can be a strong tendency to use personal force (intimidation, domination, patronizing control) to invade the private psychic (or physical) space of another, to personally enforce "constructive" improvements.
Mars rules the animal instincts so in this Scorpio-Moon lifetime the native does not naturally access the self-awareness to control one's own self. The instinctive, animal-level response is indeed to control others. This instinct must be regulated.
Once the reflective self-awareness is in place, the native becomes an extraordinary world healer. Applications include every possible expression of physical medicine (Scorpio has an affinity for poisons), psychological medicine (many psychotherapists, psychiatrists etc. born here)
Now, having said all that, the prognosis for you as an individual to have the consciousness to be able to regulate the Martian manipulative instincts IS EXCELLENT because of the Gajakesari Yoga. You were born with considerable "spiritual capital" already in the bank. Therefore your prognosis for doing extraordinary good in this world is most favorable!
Radix Chandra in Vishaka nakshatra
More powerful than the Moon's rashi, is the Moon's nakshatra. I encourage you to read up on Vishaka nakshatra. Vishaka = "fork", esp. the fork of electrical of electrical current when it hits a resistance, creating a "shock".
Vishaka nakshatra is connected to the build-up of electrical tension before and during the early stages of a thunderstorm, before the big rain begins. Learn about Vishaka's shocking intensity, electrical brilliance, penetrating insight, tendency to store up lots of energy-tension, bursts of violent emotion, amazing beauty, and general effect of "magnificent display". Vishaka is also called "Radha" which means "gorgeous beauty".
A study of Vishaka will provide critical awareness of your deepest needs, which are essentially the emotional compulsion to store up a lot of tension then shock-and-awe the people around you with a big brilliant exposition, and the need to penetrate the dark corners of other people's lives. Vishaka exposes secrets.
Compare to Vishaka in radix lagna
When Vishaka is on the radix lagna the person must use their physical body as the container to store the building tension, so Vishaka people (unless they aggressively withhold intake) tend to get big.
E.g., Oprah Winfrey is a Vishaka lagna person. She is the living channel for the build-up and release of a huge amount of social tension. A tremendous healer, of course – but with Vishaka lagna, there is a natural tendency to let the storms brew in the physical body, and one must overeat to stabilize the acute discomfort of the tension.
These folks are normally very sexual because sex provides such an effective release of the built-up tension. If they aren't sexually active they can become living terrors of rapid-fire criticism and rage.
Physical Body vs Emotional (Astral) Body
In your case the Moon not lagna occupies Vishaka, so the emotional body (astral body) will store most of the accumulating tension, and the release is less physical than emotional. Emotional volatility, as well as an extraordinary vista of brilliantly over-exposed landscape, comes with this nakshatra. It is a superb position for managing secret information, such as confidential adviser in business, investigative journalism, psychotherapist, etc.
Since you are a male you will attract females (mother, sister, companion, roommate, boss, coworker, adviser) who express your emotional nature on your behalf.
Navamsha of Chandra
Navamsha of Moon = 1:38 of Cancer, which = nakshatra of Punarvasu. Again, the implications are very positive. Punarvasu = Aditi, the Great Mother. This nakshatra brings a deep emotional drive toward gardening, growing of plants, children, and ideas. It is a fertile and creative nakshatra. Considering the rashi of Cancer, this is definitely a good place for Chandra who is entirely at home in Karkata (Cancer).
Ketu with Chandra in navamsha
Ketu's navamsha of 11 deg of Cancer shares a rashi with Chandra but Ketu occupies a different nakshatra, Pushya. Punarvasu and Pushya are the "best" nakshatras where the most fertile, creative, life-loving forces operate in the earth world. Chandra and Ketu give good results in this navamsha location.
The general signification of Ketu with Chandra = spiritualized emotional detachment. That is a very fine thing. The spouse will manifest the spiritualized emotional detachment more explicitly in a more material way than the native. Your spouse(s) will be emotionally a bit detached from you & from any children, although very loving and parental. Just a bit spacey and ungrounded sometimes, knowing how temporary the whole scene really it. The spouse may have been physically or emotionally abandoned by their mother.
In your own background, you are appreciative of your parents and their support for you during your fragile upbringing, but you are also of the impression that you "raised yourself" at some level of consciousness, remaining significantly disconnected and even a bit apathetic from the mother in particular, and both parents in general. The spouse will have a more vivid expression of this same dynamic with the parents, esp. mother.
Chandra in 3rd navamsha
The effect of Chandra being in Karkata and in the 3rd navamsha gives a general appreciation of the role of siblings, co-workers, and team-mates as agents assisting one's own success. Ultimately however due to Ketu one cannot rely on team-mates and one tires of routine business communications.
Ketu gives apathy about business administration, since from Ketu's view this is all repetitive, scripted communication which reinforces and validates existing cultural norms but does nothing to advance the individual along one's spiritual path. Again because this is navamsha we expect to see this behavior of Ketu more vividly acted out in the attitude of the spouse toward teamwork and daily business, siblings, small-group process, normal repetitive scripted talk.
Scripted communications
In fact, 90% of daily communication in any society, in any language, in any economy, is scripted. Daily talk at home, or in the office, has no new content. The purpose of routine cultural communication is to calm and validate the communicants, and to reinforce group identity.
The purpose of daily communications is specifically *not* to stimulate change, but rather to keep the mental process of the communicants "on track" with their cultural agenda. With Ketu in 3rd navamsha, both you and your spouse are very sensitive to this level of social reality – the essential emptiness of daily talk. And yet, because Chandra, the emotional need, is there in domain-3 of navamsha, you both talk quite a lot. There is a certain amused detachment in social communication.
Navamsha Rahu-Ketu: domain-9 vs. domain-3
Authentically new, break-through, sincere and profound philosophical knowledge, occurs only under the auspices of domain-9 (the pulpit-temple) and domain-12 (the meditation sanctuary).
Domain-3, opposite domain-9 for true knowledge, is the house of daily business, house of the money-changers. Domain-3 (business) and domain-9 (religion) are supposed to be opposite and separate.
You might know the famous story about a religious teacher getting very upset to see money-changers working at the doors to the temple! Turf war!
In navamsha, your Rahu shows a great passion for true knowledge, and Rahu will take you to foreign lands in order to get that wisdom.
However Chandra is staunchly based in navamsha domain-3, which suggests that both you and your spouse will have a need to engage more in regular business and less be professors or spiritual teachers.
You will always crave the philosophical wisdom, but your mind is so occupied with normal business, due to your need for emotional stability of repeating communicative patterns, that you may only have access to big wisdom when you disconnect from Chandra/Ketu and travel amongst outsiders (Rahu) while sampling foreign religions (Rahu in navamsha/9).
Satisfaction and happiness?
Yes, absolutely, and not only from the Chandra/Ketu yoga in navamsha, but throughout your Jyotisha nativity.
If you can work with the Jyotisha pattern of underlying trauma, emerging pain, triumphant consciousness, and compassionate instinct to help others, you will experience deep and lasting satisfaction and self-approval in this life.
Everyone is on their right path! But it takes considerable self-knowledge to describe the details of that path and become a self-validating individual. Knowing the many dimensions of the Jyotisha Moon is a splendid first step toward one's ultimate goal, of fully merging with the Divine. As soon as one knows oneself *completely* one will know with unshakable certainty that one is identical to the Divine.
Authentic personal emotional programming
It does take quite a bit of time and attention however to "connect the dots" of all these many facets of the personality, and its action-reaction, attraction-repulsion, birth-death dramas
Because Moon is the best baseline for self-knowledge, you are absolutely right to focus most of your attention on the characteristics of the Moon in radix and navamsha. The Moon is the "motherlode" of emotional programming information.
The programming is established in childhood. Those with clairvoyant ability can see that the present-life childhood is a continuation of emotional agenda from previous lives, however one does not need to subscribe to the theory of reincarnation in order to learn from the Moon.
Chandra's many facets reveal one's unmet nurturing needs (which become compulsions) ability to give same nourishment to others. Knowledge of Chandra can guide the native toward getting those needs met in a highly conscious way, and giving to others in a focused and respectful way. Indeed, giving consciously and intelligently to others is the greatest source of happiness!
Limitations of the above reading
This view of Chandra's radix and navamsha characteristics presented above is partial, since the nakshatras and vargas require constant study and reflection.
Much of one's emotional information is suppressed or overwhelmed by predatory psychic forces like mass advertising, or ancestral belief systems, or ethnic emotions like guilt. It is a task to extract the psycho-emotional information that is authentic to oneself!
Given your exceptionally insightful Vishaka Moon, you will doubtless continue to discover more brilliant connections between the various overlays as you study and reflect more on your Jyotisha nativity.
Interestingly, Chandra receives no drishti (aspects) from other planets in radix and navamsha, so most self-knowledge attention can be focused on the relationships between Surya-Guru-Chandra in radix and Chandra-Rahu-Ketu in navamsha.
Final notes on interpreting Chandra:
Keep in mind that navamsha planets tend to express more vividly in the personality and actions of the spouse (less vividly but tangibly in the pre-marriage romances).
For a male, the full emotional nature is not completely accessible, so Chandra's agenda is carried out on one's behalf by the women in one's life.
I know this approach to analyzing the Jyotish Moon is detailed and may appear too complicated, but the human personality *is* complicated.
Jyotisha analysis reflects the many contradictory and constantly-negotiating forces within the human mind-body entity which are constantly adding their voices to the inner narrative.
Most of these forces will, when their time arrives, also create a projection-effect in the material world.
Clearly Jyotisha provides no "newspaper astrology" simple answers!
But you can be secure in knowing that in the big picture, the prognosis for your extraordinary success on both emotional and material fronts is quite excellent
