There is no agreement in the Jyotisha classics regarding either:

the exaltation and debilitation signs of Rahu-Ketu
ownerships signs of Rahu-Ketu.

In practice, measuring the results of a purportedly exalted Rahu is not so easy.

In Light on Relationships, modern Jyotisha writers Hart deFouw and Robert Svoboda state that Rahu might be exalted in Scorpio. However that is a minority opinion.

Parashara says that Rahu the Rakshasa = exalted in Vrishabha rashi. For example, George W. Bush "43" has Rahu in Vrishabha in 11, and he certainly comes from a wealthy family, and is very well connected to oil money throughout the global economy. Rahu as karaka for desire, and Vrishabha as the natural artha dhana

"Q. 69 Can we have a neechcha-bhanga Raja-yoga of Rahu and Ketu?

Ans.

If we can have Neechabhanga Yogas for Mars, Saturn and others, I do not see why we should not extend the same to Rahu and Ketu.
Parasara is very clear in declaring that Virgo is to be owned by Rahu and Pisces is to be owned by Ketu.
The exaltation sign for Rahu is Taurus and for Ketu, Scorpio. Here also views differ but one that is given above is more authoritative. "
