The liability
becomes an asset
The neechcha graha produces some
behavior which would normally incur social censure.
-
The neechcha behavior might be psychologically
dysfunctional, socially disapproved, even downright criminal, or
perhaps physically disruptive to the life and health of the native
and one's community.
-
Normally, the neechcha graha
represents a liability and a handicap.
Under neechcha bhanga conditions,
the handicap becomes an asset.
-
At first, the neechcha planet
makes the native look (to others) and perhaps feel (within) that one
lacks some important ability or intelligence, has made a
poor choice such as in marriage, or is poorly positioned by
education or talent to achieve some goal.

See below, the "thought
experiments" of Albert Einstein with neechcha bhanga Budha at first
seemed childish and insupportable as a legitimate method of modern
science. Yet this method was eventually accepted because it parlayed
into testable theories, and eventually became a harbinger
intellectual behavior of the scientific New Age.

See below, the public humiliation
of Hillary Clinton with neechcha bhanga Surya in lagna. Her
husband's indecent behavior and her apparent compliance with it
initially caused a severe drop in public confidence in her moral
integrity and caused many to question her leadership capabilities.
However within the duration of Surya period, her personality was
widely admired for qualities of visible confidence, self-determination and regal dignity
(Surya).
"First the
neechcha, then the bhanga".

In other words, a neechcha bhanga graha will
do its neechcha behavior first, then the bhanga correction will kick in, and the
native will be praised.

But it is important to appreciate that the native first
endures some type of social obloquy.
The neechcha graha gives initially, a variety of
humiliation or failure. The praise and nobility does come, but only after one
suffers some measure of disability, embarrassment, an acute lack of judgment, or a
big mistake.

According to The
Astrology of the Seers by David
Frawley,
At
least two forms of cancellation are required to achieve
full neechcha bhanga.
These are the possible
methods of cancellation:

debilitated planet occupies a kendra
. [BPL says: This is by far the strongest criterion.
Neechcha bhanga definitely applies if the neechcha graha occupies
domain-10 and any other condition is also met.]

the
Lord of the neechcha graha
=
uchcha
-
neechcha debility = reduced somewhat if
the
lord of the neechcha graha is strong or
swakshetra
-
neechcha debility = reduced somewhat if debilitated planet hosts an
uchcha planet in
its domain or its rashi
-
neechcha graha = retrograde

Einstein obtains neechcha bhanga and gives marvelous results.
Einstein's placement of Meena-Budha satisfies numerous dosha-reversal conditions:

Most importantly, Budha occupies
domain-10 [rule-1, above]

Shukra, karaka for beautiful form [rule-4, above]

Budha's lord Guru
effectively enters domain-10 via parivartamsha yoga

Catechism of Astrology. Part II, page 33., the dosha-reversal rules are a
little easier:
Q:
A: Debilitated planets get their
Neechcha Dosha
removed in four ways:
-
If the lord of the sign occupied by the
debilitated planet or the lord of the rashi wherein the debilitated planet
has its exaltation occupies a quadrant from the Ascendant or the Moon.
-
If the lord of the navamsha of the debilitated
planet occupies a quadrant or a trine from the Moon, and the Moon and
Lagna happen to be in Chara or moveable signs, or lagna navamsha happens
to be moveable.
-
If two or three or four planets happen to be
debilitated but occupy good Shastyamshas
or
favorable and good Navamshas or exalted
Navamshas, the evil arising from debilitation will not come to pass.
-
If the debilitated planet has good Ashtakavarga
strength, then again the same can be told. Only when the planet has
no varga strength (Saptha-vargas as Hora etc.) the evils arising from that
source will afflict the native."

A:
Two sets of rules for cancellation of debility or
neechcha-bhanga, according to two authorities (Dr. Frawley and Shri Raman),
are posted above.

So far as I know, the simple fact of a
neechcha graha obtaining its uchcha rashi in navamsha does not create a full neechcha
bhanga (reversal of the neechcha dosha).
-
If the neechcha graha meets even
one of Shri Raman's conditions, the dosha is much relieved. The
native need not be worried about a severe social or psychological
handicap. However the absence of a handicap does not immediately
parlay into the presence of a praiseworthy characteristic.
-
With a full neechcha bhanga, the
neechcha graha not only causes no
trouble, but also the original liability
becomes a powerful asset in the native's social career.
-
It is common for neechcha graha
to have various measures of "reduced neechcha" or limited liability
due to favorable conditions for that graha in other views, e.g.
Raman says that of the lord of the neechcha graha's occupied house
occupies a kendra from lagna or from Chandra, then the neechcha
dosha is removed.

In my experience Raman is correct
(as he nearly always is!). Nevertheless, the full neechcha bhanga
wherein the liability becomes an amazing positive (similar effect to
Viparita Raja
Yoga but a different planetary cause) only occurs when Dr.
Frawley's conditions are met.

Thula-Surya in radix lagna for Hillary
Clinton. Mrs. Clinton's neechcha Surya/1 also receives drishti of
neechcha Kuja/10 - a very public situation!
Neechcha bhanga is obtained because

Surya (1)
occupies a kendra
-
Surya = yuti His lord Shukra, and
Shukra in kendra + swakshetra.
In Shukra/Surya
period, Hillary Clinton endured the intense public embarrassment of her
husband's extremely public sexual affair with a young White House intern.

About which her contemptible
spouse also lied under oath.
-
Humiliation for his infidelity, lack of
discretion, and apparent lack of moral character (at least the lying part) was
heaped upon Bill Clinton's long-suffering wife.
That was the neechcha part.
Before the end of the Shukra/Surya period,
Hillary Clinton's public approval rating rose to 70%.

70% is an extremely high
public-approval statistic for a
political figure in the USA.
-
It is also a remarkable number for a woman who had been harshly
criticized within the situation only months earlier. The public assessment of
her conduct was, in the end, exceptionally favorable.
-
The broad consensus amongst the
American electorate was that she had carried herself
with dignity and remained in the marriage for benefit of personal (and
national) stability.
-
Furthermore, her leadership qualities (Surya) of endurance,
forgiveness, and focus on goals (L-11 Surya) were well proven in bright
limelight of extreme public scrutiny during a
period of severe emotional and social stress.
That was the bhanga part.
Meena-Budha in karma bhava for Albert
Einstein.
Neechcha bhanga is obtained because Budha
(1) occupies a kendra (2) through parivartamsha yoga, Budha's lord Guru
obtains swakshetra.

At the beginning of
atmakaraka-uchcha-Shukra/neechcha-bhanga-Budha period,
astronomers considered a number of Einstein's claims -- because these claims
were based on "thought experiments" -- to be
scientifically unsupportable.
-
His claims regarding
the effect of gravity upon light were ignored, belittled, or outright rejected
on the basis of apparent contradiction by the evidence.
That was the neechcha part.
-
By the end of Shukra/Budha period (where
Budha = L-1/L-4) in the year 1915, Einstein had published the General Theory of Relativity
(Zur allgemeinen Relativitätstheorie ),
in much the same form this theory has today.
-
General Theory of Relativity, accessible to
both scholars and lay readers, has been in continuous print since 1915.
-
General Theory of Relativity
since 1915 is used as a standard text in
all universities.
That was the bhanga part.
